Council committee clears special use and liquor license for Quentin Tap at 783 North Quentin Road

The Police Policy and Code Services Committee on Monday approved an ordinance granting special use and a parking variation for a restaurant at 783 North Quentin Road and recommended increasing the number of Class D restaurant liquor licenses by one to license Quentin Tap.
Committee staff told members the tenant space is roughly 3,300 square feet with proposed seating for about 65 patrons; the previous restaurant in that space had 84 seats before it vacated in 2022. Staff and the Planning & Zoning Commission recommended approval, noting the existing center’s daytime office-oriented tenant mix and that the petition sought a one-space parking variation.
Constantino Celos, the shopping-center owner and petitioner, told the committee he has been in the restaurant business since 1978 and said he and his son plan to “decorate the place, make it better, fresher, and clean.” He said they were asking only for the permits and licenses needed to operate.
No members of the public spoke in opposition. The chair put the item to a voice vote; the committee recorded support and placed the ordinance on the council’s consent agenda for final action.
The committee also noted the petition would include required approvals for liquor service and the code amendment to increase the Class D license allocation by one for the Quentin Tap tenant.
