Scurry County approves full HVAC maintenance coverage for courthouse and annex

The Scurry County Commissioners Court approved a full-service maintenance contract for HVAC equipment at the county courthouse and its annex, with an intended start date of March 1.

County staff and an HVAC vendor representative told the court the courthouse and annex units are roughly 17 years old and past typical life expectancy for that equipment. Mason Garza, a representative who said he will manage the county account, described the vendor's two options: a quarterly preventative-maintenance plan (partial coverage) and an all-inclusive ‘‘full coverage’’ plan that packages routine maintenance, emergency service calls, parts and labor under an annual premium. The court approved the full-coverage proposal for both buildings, with the vendor noting replacements for all equipment could exceed $150,000 if done at once.

The approved full-coverage cost for both facilities was presented as $32,007.80 a year; county staff said the budget this year included an additional $45,000 anticipating a service agreement. Garza told the court the full plan is effectively an insurance-style arrangement that covers service calls, many parts and labor except for explicitly excluded events (for example, acts of God or damage outside normal maintenance). Staff said the program is intended to extend equipment life, reduce emergency downtime and smooth replacement costs on an annual budgeted basis.

During the discussion, county staff (identified in the transcript as Todd) answered questions about delivery timelines, coordination and how the vendor would notify the county before any large replacement beyond routine maintenance. The court directed staff to finalize contract dates and start coverage March 1.
