Scurry County Commissioners authorized the sheriff to enter into a multiple‑use agreement with the Texas Department of Transportation allowing the installation and operation of automated license plate recognition (ALPR) cameras in TxDOT right of way, and approved a disaster reimbursement policy and memorandum of understanding (MOU) that outlines cost‑sharing and documentation requirements for use of facilities during emergencies.
The ALPR authorization was presented as a resolution to permit the sheriff to execute the TxDOT multiple‑use agreement for license plate readers in state right‑of‑way. The resolution was moved and seconded and recorded on the meeting minutes.
On disaster reimbursement, staff showed a draft policy and MOU intended to let the county and municipalities share the cost of damage to facilities (schools, churches or other community buildings) used during a disaster response. The policy requires documentation, three reasonable bids for repairs, and sets the city and county cost split at 50/50; the county attorney reviewed the draft and approved it for adoption.
Commissioners voted to adopt the disaster reimbursement policy and the associated MOU language and to have staff finalize the county/city arrangement for use during declared or emergency events.
Next steps: the sheriff's office will finalize the multiple‑use agreement with TxDOT and county staff will file the MOU and begin outreach to municipal partners on the reimbursement process.
