Commissioners approve school-courthouse reunification MOU; amend site to county historical parking area

Taylor County Commissioners Court approved a memorandum of understanding March 25 with Triumph Public Schools to designate an alternate parent-student reunification site for evacuations or other emergencies. The court later reopened the item and approved an amendment shifting the proposed reunification assembly area away from the courthouse parking lot to a larger, less-congested county-owned parking area near the historical commission building.

Triumph principal Miss Romero asked the court for formal approval to use county property as an alternate reunification location if students must be evacuated from campus. "We're looking for a reunification sense around their school," Romero said, asking specifically to use the courthouse parking area to stage reunification.

Sheriff's office staff and school officials raised concerns about using the courthouse lot. One county public-safety official said the courthouse area can become heavily congested on weekdays and that juror traffic and blocked streets could prevent parents from reaching the site during an incident. "Our reunification site needs to be in a a lot less busy area than what has been proposed on the courthouse parking lot," the sheriff's representative said, recommending the historical commission parking lot behind the county building as an alternative.

The court first voted 5-0 to approve the MOU with Triumph Public Schools. After additional discussion, Commissioner Kendrick moved and Commissioner Williams seconded a motion to reopen the item and amend the MOU to specify the historical commission parking lot (behind the building) as the designated alternate reunification site; that amendment also passed 5-0.

Why it matters: The amendment aims to reduce congestion and improve traffic flow during an emergency reunification, according to the sheriff's office and school officials. County staff noted the courthouse and adjacent streets can be difficult to access during high-traffic days, and the historical commission lot provides a larger, less obstructed location for buses, drop-off and family reunification.

What’s next: County staff will update the draft MOU to reflect the amended reunification location and coordinate logistics with Triumph Public Schools, the sheriff’s office and building operations. The court instructed staff to complete any required internal approvals and return the final MOU to the court for file and distribution.
