The Carter County Commissioners approved a motion to allow Brandy Johnstone, an administrative assistant with the Carter County Extension office, to serve as a part‑time fill-in for the District Clerk’s Office as needed.
Tracy Walker, district clerk, outlined the need for short-term coverage for passports and marriage licenses when both she and another clerk are away for conferences or training; the proposal was to use existing extension staff for a minimum of 120 hours per year as needed. County staff confirmed the proposed hours would be logged and charged to the extension account.
Commissioners asked about training requirements; Walker said the backup would need passport certification (a multi‑day process) and marriage-license training (one day). The board directed coordination with Amanda Williams and Judy Wright in clerk offices on scheduling and coding payroll expenses to extension budgets. The motion passed unanimously by voice vote.
Staff will create the necessary time‑coding and notify payroll; the extension assistant will be scheduled for training and will record hours when performing district clerk duties.
