The West Carrollton City Council voted to authorize the city manager to enter into a contract with Millcon Concrete Inc. for construction of the River District roadway improvements Phase 1A project.
Clerk of Council Tracy Moore read Resolution 2‑2025 by title. City staff member Miss Holloway told council the low bid from Millcon Concrete Inc. was $766,805.50, "20% under the engineer's estimate of $952,460." She said the part A work providing access to the future Culver's restaurant has a projected completion date of May 15, 2025, with final project completion expected Sept. 26, 2025.
Councilor Mister Shelton moved to approve the resolution; the motion was seconded by Angie Zenny and passed on a recorded voice vote. Council members Keith Tilton, Angie Tomlin, Mister Boyle, Angie Zenny, Mister Dobson and Mayor Barnhart were recorded as voting yes.
The resolution authorizes the city manager to execute a contract with Millcon Concrete Inc. and to expend a sum in excess of $75,000 for the work. The contract award and schedule were presented as the lowest and best bid; no amendments or alternative bids were recorded during the meeting.
City staff indicated the bid was significantly under the engineer’s estimate; the council’s vote completes the contracting authorization and allows staff to proceed with scheduling and procurement actions.
