The Tom Green County Commissioners Court approved multiple land-division actions March 25, 2025, including final plats for Buffalo Heights West Sections 5 and 6 and first replats in the original town of Christoval and the Mule Creek development.
Representatives for the Buffalo Heights development told the court the approvals will permit continued westward expansion of the subdivision and that the developer will provide performance agreements and letters of credit to guarantee road and infrastructure work. County staff and the developer discussed water capacity concerns: the Concho Rural Water system's meter count for the Buffalo Heights area is about 700, and developers are approaching the system's available tap capacity. The developer said the current work fits within the provider's available taps, though future phases may require significant water-system upgrades or larger-acreage lots if additional taps are not added.
Russell of SKG, representing a replat in Christoval, said the church consolidated multiple lots to enable an on-site septic layout that complies with Texas Commission on Environmental Quality (TCEQ) requirements; the replat will convert an alley to an unobstructed access and utility easement. Blake from Welding Engineering and Surveying presented a simple replat for Mule Creek with existing public-access considerations.
Commissioners asked about emergency access, fire suppression and coordination with volunteer fire departments; presenters said the developer is coordinating with local VFDs and the homeowner association to provide fire taps and potential small fire substations.
Motions to approve the final plat for Buffalo Heights West Section 5, Section 6, the first replat of Block 26 in the original town of Christoval, and the first replat of Tract 1 Mule Creek were made, seconded and approved by unanimous vote.
