Tom Green County accepts independent audit, auditors give "clean opinion" on FY2024 finances

The court accepted the report after a presentation by Chris Pruitt, a partner with Katello Brown and Hill, who said the firm issued an "unmodified opinion" (a clean opinion) and found the county's financial statements "free of material misstatement." Pruitt summarized financial highlights and the results of required federal single-audit procedures.
Pruitt told the court the county's unassigned general fund balance was about $35.9 million, roughly 60% of yearly expenditures, and called it "very healthy." He said the general fund saw a net increase in fund balance of about $8.5 million, driven in part by roughly $1.2 million in insurance recoveries and nearly $3.9 million in investment income. Pruitt also said total revenues ran about $4.7 million higher than budgeted and expenditures about $11 million lower than anticipated, producing a roughly $17.8 million positive variance relative to budget.
The auditors also completed the county's single audit after federal funding above the $750,000 threshold; Pruitt said the auditors tested the Texas Indigent Defense Commission grant and found "nothing came to our attention that would cause us to believe that you're out of compliance." He described the internal-control and compliance letters included in the report and noted forthcoming accounting standard changes the county should monitor.
After questions from the court, a commissioner moved to accept the annual report and the independent auditors' report for fiscal year 2024; the motion was seconded and approved. The court directed that the report be posted to the county's financial transparency page.
The auditors and county staff said the audit process went smoothly and credited county accounting staff with preparing the records. The court did not direct further formal action on the audit itself.
