Humboldt County Child Welfare Services gave the Board of Supervisors an overview of frontline work and an update on its Indian Child Welfare Act (ICWA) program and other prevention and permanency efforts, reporting gains in investigation timeliness and court-reporting compliance.
Director Amanda Winstead and program managers described an ICWA unit launched about four years ago that the department said is now developing into a model program for the state. Pam Miller, ICWA program manager, said the unit verifies enrollment and works in partnership with tribes to “defer whenever possible” and co-create case plans in a manner that honors tribal sovereignty.
