West Carrollton council approves resolution to place 3.9-mill fire levy renewal on May 6 ballot

The West Carrollton City Council on Jan. 21 approved Resolution 03-2025 requesting that the Montgomery County Auditor certify the city’s current tax valuation and the revenue that would be generated by a 3.9-mill, five-year renewal levy to fund fire and emergency medical personnel, apparatus and related costs. The resolution passed unanimously.
City staff member Miss Holloway told the council that West Carrollton voters approved the 3.9-mill fire levy in March 2020 and that, if not renewed, the five-year levy will expire at the end of 2025. "Renewing this levy for an additional 5 years will ensure continued support in funding the fire department, personnel, equipment, and maintenance, all of which are critical to maintaining this essential service," Holloway said.
The resolution is the first of two legislative steps needed to place the levy on the May 6, 2025 ballot, Holloway said. It asks the county auditor to provide the city’s current tax valuation and an estimate of the dollars a 3.9-mill renewal would generate, information required before the city can formally place the question on the ballot.
Mayor Barnhart moved to approve Resolution 03-2025; Council Member Boyle seconded the motion. The council approved the resolution with the following recorded votes: Council Member Bridal, yes; Council Member Tilton, yes; Council Member Tomlin, yes; Council Member Boyle, yes; Council Member Zeny, yes; Council Member Dobson, yes; Mayor Barnhart, yes. The tally was 7 yes, 0 no.
The resolution text specifies the levy would provide for salaries of regular full-time and part-time fire and emergency medical personnel, payment of employer contributions required under the Ohio Revised Code, providing and maintaining fire apparatus, motor vehicles, communications and other equipment used directly in the operation of the fire department, and payment of costs incurred under contracts with other political subdivisions to obtain fire protection. The resolution cites authority in Ohio Revised Code section 5705.19(I).
Next steps reported at the meeting: the city will seek the auditor’s certification required to place the renewal levy on the May 6, 2025 ballot. No public comments or substantive council debate on the levy were recorded during this special meeting; the item was presented by staff and approved by motion.
