Council to review zoning rules after church daycare request denied under I-2C classification

Council members asked city staff to review zoning classifications and notification practices after a pastor asked to open a daycare at the Church of the Lost and Found and was told the I-2C (conservatory) zoning did not permit daycare.
Councilman Rick Dobson described receipt of a complaint from the church’s pastor and said the denial and the time taken to convey the decision (about four weeks, according to comments) could threaten the church’s financial viability. Dobson said churches in many residential and commercial zones can operate daycares and questioned whether I-2C is being applied in a way that effectively denies daycare where other I-2 districts allow it.
Other council members expressed support for expedited review. Councilmember Tilton and Councilman Boyle urged the city to consider whether notification procedures for zoning changes (mailing and newspaper notice) are adequate and to make processes more accessible to residents who do not receive newspapers. Councilmember Vinny and others said there is an acute need for licensed daycare spaces in West Carrollton, including care that serves families using state assistance programs.
Council directed staff to review the zoning determination, clarify what procedures apply for notification of zoning changes and to report back promptly. No formal vote or ordinance change was taken at the meeting; council asked staff to address the matter in a timely manner.
