Council approves recycling contract, equipment bids, salt and street resurfacing; appointments made to CIC

West Carrollton City Council approved a package of resolutions authorizing contracts, bid advertising and budgeted purchases, and appointed trustees to the West Carrollton Community Improvement Corporation (CIC) during its regular meeting.
Approved items included:
- Resolution 5-2025: Authorize the city manager to enter into a five-year contract with Rumpke of Ohio Inc. for weekly pickup and disposal of commingled recyclables at a contract price of $1,314,576 (staff said this preserves current recycling operations); motion moved by Councilmember Bridal and seconded by Councilman Tilton; roll-call vote recorded all yes.
- Resolution 6-2025: Authorize advertising for bids and purchasing city vehicles and equipment included in the 2025 budget (a new medic for the fire department, two police cruisers and a dump truck); moved by Councilmember Tomlin, seconded by Councilmember Zenney; recorded yes votes.
- Resolution 7-2025: Authorize advertising for bids and expenditure for road salt; budgeted line item is $80,000 and service director reported an approximate spot price of $63 per ton; moved by Councilmember Freiman, seconded by Councilmember Tomlin; recorded yes votes.
- Resolution 8-2025: Authorize advertising for bids and expenditure for chemicals required for the water and wastewater treatment plants; moved by Councilmember Zenney, seconded by Councilman Tilton; recorded yes votes.
- Resolution 9-2025: Authorize advertising for bids and expenditure for the 2025 street resurfacing and repair program; the street improvement fund includes $644,133 for resurfacing and the budgeted line was cited as $676,000 for the line item; moved by Mayor Barnhart, seconded by Councilman Boyle; recorded yes votes.
- Resolution 10-2025: Council voted to table the resolution and add it as a work-session topic (motion moved by Mayor Barnhart, seconded by Councilman Tilton).
Appointments: Council moved and approved appointments to the West Carrollton Community Improvement Corporation. Appointed trustees are Mike Boyle, Frank Duncan, Tom Johnson, Jocelyn Dean, Lori Denlinger, Julie Duffy, Tracy Moore and Dan Wendt. Councilman Boyle recorded an abstention on the appointment vote; all other members voted yes.
All procurement and budget authorizations recorded in the meeting were approved by roll-call votes. Council also approved routine meeting minutes for prior sessions earlier in the meeting.
