West Carrollton council approves 3.9-mill fire levy renewal for ballot

West Carrollton City Council voted to approve Resolution 4-2025, authorizing the city to submit ballot language for a 3.9-mill fire levy renewal that, if approved by voters, would fund fire and emergency medical services for five years.
City Manager Holloway told council the levy is a renewal of the 3.9 mills approved by voters in March 2020 and that, if collected at 100% of expected receipts, it would generate $725,000 a year. She said the levy will fund personnel, equipment and maintenance for the fire department and that, as a renewal, it will not increase property taxes.
Council members raised a concern about the resolution’s written title, which reads “declaring the necessity for an additional property tax.” Council members said the phrasing could confuse voters. Holloway and other staff present said the Board of Elections reviewed the proposed legislation and the ballot copy; the text voters will see is worded to indicate the measure is a renewal rather than a new tax.
Mayor Barnhart moved to approve Resolution 4-2025; the motion was seconded by Councilman Dobson and carried on a roll-call vote. Recorded yes votes included Councilman Dobson, Councilmember Freiman, Councilman Tilton, Councilmember Tomlin, Councilman Boyle, Councilmember Zenney and Mayor Barnhart.
The council instructed staff to proceed with submission of the ballot language to the Montgomery County Board of Elections and to continue outreach clarifying that the measure is a renewal of the existing 3.9-mill levy.
