William M. Davis, a caller during public comment, said the city’s shift to contractors after the bankruptcy reduced in‑house capacity for trash pickup and other services and suggested the city reassess contractor performance. “If you remember back … when we had DPW … they also did a number of things that now we have contractors doing everything,” Davis said, adding that contractor cost increases and service problems have followed the change.
