Detroit budget draft leans on retired-protection fund for $172.6 million pension payment

Detroit finance officials presented the non-departmental portion of the city’s fiscal 2026 budget, showing a $172.6 million payment to cover legacy pension obligations and a plan to draw $72 million from the city’s retired-protection fund.

The presentation, led by OCFO staff member Mr. Nagel, laid out how the administration proposes to meet a remaining $1.7 billion legacy-pension amortization over the next 28 years by combining general-fund contributions, draws from the retired-protection fund and grant revenue. “We show that 82,000,000 will come from the general fund. We show that 72,000,000 will be drawn from the retired protection fund and we'll get the 19,000,000, we we hope but but we plan to fully comply with those grant conditions,” Mr. Nagel said.

Why this matters: the legacy pension payments are the largest single non-departmental expense in the draft and follow a 10-year funding holiday that ended in 2024. City officials said the retired-protection fund was built beginning in 2017 to smooth that transition; it reached about $455 million through fiscal 2023 after several years of appropriations and investment returns, and has been drawn down ($79 million in fiscal 2024 and $73 million in fiscal 2025) as the city began required contributions.
