City approves neighborhood enterprise zone certificates for four Muskegon lots

The Muskegon City Commission on March 25 approved Neighborhood Enterprise Zone certificates for several in‑city lots, each with a 15‑year term, to reduce property taxes for newly constructed or rehabilitated homes.
Neighborhood Enterprise Zones are intended to lower the taxable millage on qualifying homes, reducing property tax bills by roughly half for certificate holders, City development analyst Jocelyn Hines told commissioners. Hines said developers and recent homebuyers have reported that the tax relief helps mortgage underwriters approve loans that otherwise might be denied because of tax burden.
The commission approved certificates for the properties cited in the meeting as 572 Agnes Street, 561 Mary Street and 525 Octavia Street (motion to close the hearing and approve those certificates for 15 years). That motion was made by Vice Mayor Sinclair and supported by Commissioner German; a roll call showed unanimous “yes” votes among members present and the motion passed. The commission separately approved a 15‑year certificate for 1221 Sanford Street after hearing from applicant Karen Novak, who said she plans a three‑bed, two‑bath slab‑on‑grade home and expects construction to start in mid‑April with the house listed for sale in late fall. That motion was made by Commissioner Cochin and supported by Commissioner Kilgo and passed by roll call vote.
A third NEZ certificate for 254 Meakin Street, presented by Hines as a Green Rabbit Home Builders project with estimated construction cost of $216,000, was approved for 15 years; Hines said the developer has built multiple homes in the Marquette and Jackson Hill neighborhoods. Commissioners discussed that some parcels already rezoned or previously sold by the city had been processed at prior meetings and that timing prompted bringing individual lots forward as needed.
Commissioners asked practical questions about the homes’ sizes and parking. Hines said the homes discussed would generally contain two to three bedrooms. During the Sanford Street presentation, applicant Novak confirmed her firm owns the adjacent multifamily property and intends to adjust driveway access to provide shared parking behind the homes.
Votes at the meeting matched the motions recorded on the agenda and were taken by roll call after each public hearing. No callers or audience speakers opposed the NEZ requests during the hearings.
The NEZ approvals are intended to spur construction and rehabilitation in core neighborhoods by making homeownership and development more financially feasible for buyers and small developers.
