William M. Davis urged procurement changes so more municipal spending stays with Detroit businesses. He suggested allocating demolition work in smaller lots rather than giving single contractors 100 or 200 houses at once, so more local firms can participate. “We should break this down to, like, maybe 10 houses, a contract for some people,” Davis said.
