Council holds first reading on final phases of Redwood at Home Road; suspension to act tonight fails

Council received a first reading and staff presentation on an application by Pod Design on behalf of Redwood LLC for final development plan approval for phases 2 and 3 of the Redwood development at 3041 Home Road.
Planning Director Logan Thang summarized the multi‑year review: phases 2 and 3 cover about 33.77 acres on the south side of Home Road and would add about 201 residential units in single‑story buildings. The proposal requests three deviations that were also part of phase 1: relief for tree removal/replacement procedures on a heavily wooded site, taller privacy fence heights between units, and reduced roof pitch for single‑story buildings. Thang said the Planning & Zoning Commission recommended approval at its Feb. 12 meeting with one condition: that the applicant continue to coordinate with the city engineer regarding a potential force main during permitting.
Todd Foley, the applicant’s representative, confirmed phase‑1 construction is underway and said force‑main work is complete for phase 1; he said conservation easements will protect stream corridors and that landscaping and architectural treatments align with earlier approvals. Foley asked council to consider adopting the final development plan that evening to let Redwood proceed; staff advised the matter would normally follow the regular ordinance schedule.
Council then considered a motion to suspend the rules and vote on the ordinance that night. The roll call for the suspension motion recorded "No" votes from Lee Carlson and Taylor Herman (recorded as "No"); other roll call votes recorded Yes from Farzhan Ahmed, Tom Counts, Heather Carr, David Lester and others; the chair announced "Okay. So, the rules are not suspended and we will bring this to our next meeting." Because the suspension failed, the item will return for additional consideration on a subsequent council agenda.
The Planning & Zoning condition and the three deviations remain part of the record; staff and the applicant said they will continue coordinating on the force‑main issue as permitting proceeds.
