Powell council approves legal services agreement with Frost Brown Todd after RFQ process

The Powell City Council on Jan. 21 adopted a resolution authorizing the city manager to enter into an agreement with Frost Brown Todd LLP for legal services following an advertised request for qualifications that produced two submissions.

City Manager Andy (first name only in record) reviewed the procurement process and staff recommendation. He said the city followed fiscal policy, convened an administrative review team, and selected Frost Brown Todd as the preferred vendor. “We did receive 2 submissions that were included for your review,” Andy said during his presentation.

Yaz, representing the recommended firm, addressed council and said he appreciated the city’s relationship and noted the current contract began in 2022. The city manager and staff discussed the city’s historical volatility before a retained legal services arrangement and said the monthly base retainer was budgeted but that special services remain variable year to year. City staff told council the budgeted base rate had been underutilized in past years and that the special-services line is a projection based on trend data.

Council asked how the RFQ was advertised. Staff said solicitations are posted on the city website for two weeks and are shared as a courtesy on Facebook and LinkedIn, and that the new website includes an RFQ/RFP app where solicitations are listed.

There was no public comment on the item. A motion to adopt passed with all voting "aye." Resolution 20 25-03 was adopted.
