Votes at a glance: Willowick Council adopts sewer rate increase, waives readings and approves engineering contracts

Willowick City Council on Jan. 7 adopted a new sanitary sewer rate, approved engineering contracts for multiple sewer and storm projects, confirmed mayoral appointments and approved assorted routine measures in roll-call votes.
The council passed Ordinance 2024-58 to change sanitary sewer user charges to $10.5285 per 100 cubic feet of water and established a minimum quarterly billing of $84.23 per 800 cubic feet (or part thereof). The ordinance had been through prior readings (first reading 12/03/2024; second reading 12/17/2024) and was approved after the third reading.
Council also approved several engineering authorizations with CT Consultants: $25,000 for 2025 sanitary sewer system engineering services (including CCTV review, inflow & infiltration studies, smoke testing, modeling and basement flooding studies); $56,800 to prepare design and bid documents for the Lakeshore Boulevard trunk sewer west rehabilitation; $71,000 for specifications and bid documents for the Forest Grove Sewer Improvements (phase 1); and $10,000 for specifications and bid documents for the 2025 catch basin repair and replacement program. All four motions were moved, seconded and adopted by roll call.
In other formal actions the council confirmed mayoral appointments to local boards: Bart Barden (Willowway Planning Commission), Michael Thomas (Willowood Planning Commission), Kelly Petterland (Recreation Board), Debbie Clark (Board of Zoning Appeals) and Tom Fleissig (Board of Zoning Appeals). The council also declared certain city property surplus and authorized its sale or disposal.
The council waived three readings and declared an emergency for a joint declaration involving Wickliffe, Willoughby and Willowick, and approved Resolution 2025-1 (emergency extension) by roll call.
Most roll-call votes recorded an unanimous “aye” at the time of the meeting; where recorded, votes were approved by all council members present.
