The council approved an interim use permit to allow Fancy Bones Pet Salon and Boutique to operate a small dog-grooming business in the former mill building at 100 Second Avenue SW.
Planning staff explained the mill property was rezoned from I-1 Industrial to a planned “Downtown Flex” designation while the city completes a Unified Development Code rewrite. In the interim, staff is processing uses for the building as interim use permits. The proposed salon would occupy approximately 638 square feet (a former men’s locker room), would include one grooming tub and two grooming tables and would be required to provide two parking spaces. The Planning Commission recommended approval by a 3–0 vote.
Staff noted prior interim permits and variances for the mill (including a gun range permit and exterior storage approvals) and said the building still contains vacant areas. Parking for the mill tenants was said to be provided per earlier conditions.
A motion to approve Resolution 25-02-03-03 granting the interim use permit passed by voice vote. Council members approved the permit with no recorded objections.
Staff said the interim permit will have an end date tied to the finalization of the downtown zoning standards; the permit allows the small grooming use while the city completes the larger zoning and code work.
