Council closes ARPA fund account after year-end exhaustion of balance

The council adopted a resolution to close the City’s ARPA fund account (fund 209) after staff reported the account balance was zero as of Dec. 31, 2024, consistent with federal requirements to exhaust specified funds.
Staff said they had completed book entries to show the ARPA funds were exhausted for 2024. Council members asked for and were told staff would provide a full reconciliation showing how ARPA proceeds were used and where any accounting adjustments landed in the general fund. One council member said the reconciliation should be completed when the fund is closed so the council understands where prior ARPA allocations ultimately were recorded and how much remains available, if any.
Council adopted the resolution by voice vote. Staff said they were working with the finance director to identify any amounts previously discussed for the grading project and other priorities and would report back to the council with reconciled numbers.
