Monroe City Council rejects PUD amendment, approves cleaning, HVAC and other service contracts

The Monroe City Council voted on a series of ordinances and resolutions, rejecting a proposed PUD amendment and approving several service contracts and payments.
Ordinance 2025-01, an amendment to a planned-unit development (PUD) with NVR Inc. for about 21 acres at Bridal Park Drive and Crossings Boulevard, failed on a roll-call vote after councilmembers split. Councilmember Senors, Councilmember Funk and Councilmember McElfresh voted yes; Councilmember Graves and Councilmember Hagedorn voted no. The ordinance did not pass.
Council then adopted resolutions to pay outside agencies and to renew service contracts. Resolution 10-2025 approved a certificate in the amount of $4,925.38 to the Butler County Sheriff’s Office for December 2024 fire dispatch fees; the motion carried on a recorded roll call with the yes votes entered by present members. Resolution 11-2025 approved annual dues of $8,513.45 to the Butler County Emergency Management Agency; that resolution also passed on roll-call vote.
Two multi-year service agreements drew substantive council discussion before passing. Resolution 12-2025 authorized the city manager to contract with Vanguard Cleaning Systems of Ohio to continue janitorial services. Council members asked about competitive bidding and whether staff had solicited other bids; staff said Vanguard has provided cleaning services for about five to six years and the contract is a continuation. Councilmember Hagedorn voted no on the Vanguard contract; the other present members voted yes, and the resolution carried.
Resolution 13-2025 authorized a service agreement with Air Force 1 for building maintenance and HVAC services. Council discussed the operational complexity of the city’s HVAC systems, the benefits of local vendors and the value of vendors familiar with the city’s equipment. Staff noted Air Force 1 has provided the service during prior contract terms and that some systems have remote-access capabilities. Councilmember Hagedorn voted no; other present members voted yes and the resolution passed.
The council also authorized a $16,784.56 expenditure to CivicPlus for agenda management and live-streaming software (Civic Clerk and Civic Media); council approved the expenditure by voice vote.
At the end of the open session the council voted to adjourn into an executive session to consider the employment and compensation of public employees and public officials; that motion carried on a roll-call vote.
