New Prague council authorizes solicitation of quotes for City Center grading project

The New Prague City Council voted to authorize staff to solicit quotes for grading work on the City Center site, accepting an engineer’s estimate of $124,000 for site preparation.
City Engineer (speaker identified in the meeting as the city engineer) told the council the work would convert a gravel parking area into a green space, salvage and reuse gravel, and place topsoil so the site is ready when the planned POPS facility moves forward. The estimate covers trucking, salvage and topsoil operations but does not include later storm sewer or sidewalks that would be required when a building is constructed.
The project manager said quotes would be solicited directly from contractors rather than through a public advertising process and that the schedule calls for quotes to be received by March 7 to allow an award at the council’s second March meeting. He noted grading costs can vary significantly between contractors and are sensitive to fuel prices, so the estimate is provisional.
Councilmember Bruce moved to authorize solicitation of quotes; Councilmember Rick seconded. The motion passed on a voice vote.
Council members asked where the $124,000 would come from. Staff said the work would be paid from city funds and that staff were working with the finance director to identify available fund balance and other possible sources; a final funding plan would be provided if and when a quote is accepted.
No formal change to the capital improvement plan or bonding was made as part of the authorization; the action was limited to soliciting quotes and scheduling an award decision in March.
