Council adopts revised fee schedule after debate over liquor and fireworks charges

The Dayton City Council on Jan. 14 approved an updated city fee schedule after extended discussion about liquor licensing, fireworks permits and other administrative fees.

Finance and public-safety staff explained the proposal aims to bring fees closer to the city’s cost of processing permits and to recover additional compliance work that staff now perform, including liquor compliance checks and inspection activity. Staff noted some fees had not changed for many years.

Council debate focused on two high-profile items: on-sale liquor licenses and fireworks permits. Staff and the council discussed the cost of compliance checks and public-safety staffing when large events or pyrotechnics are permitted. Fire Chief Gary Henderson told the council fire-department staffing for a fireworks permit typically means an engine and multiple personnel staged for two to three hours at an event, and that the proposed fee structure bundles staff time and vehicle costs into a single, inclusive fee rather than charging multiple separate line items.

Council members proposed, discussed and revised numbers in the meeting. After discussion the council voted to adopt the schedule. The transcript records a final council confirmation of the adopted amounts; the fee schedule vote carried 5-0.

Because discussion included several alternative proposals over the course of the meeting, some line-item amounts were debated at the dais and the transcript contains slightly inconsistent references to the fireworks fee amount.
