Resident urges Dayton to tighten enforcement and screening rules for outdoor RV storage

During open forum Feb. 11, a resident of Stone Ridge Road urged Dayton City Council and staff to revise and better enforce ordinances relating to outdoor RV and equipment storage.
The speaker identified specific city-code sections she said were problematic or unenforceable: Chapter 130.05 (equipment and motor vehicles), Chapter 1001.19 (parking provisions in residential districts), and the city's public-nuisance language. She asked the city to consider requiring RVs to be stored behind the house, garage or an accessory building and to require screening (for example, a six-foot opaque fence similar to a recent condition the council approved for another conditional use).
The resident said she has pursued parking-code enforcement since September 2022 and that the city had issued some letters but the majority of noncompliant properties had not corrected the situation. She asked the council to confirm that enforcement mechanisms (Dayton City Code —F 10.98, administrative enforcement) are being applied and to consider code changes to make the rules more enforceable and to require screening in residential areas.
The mayor closed open forum by referring the matter to staff for follow-up.
