Legislative committee introduces a slate of RS bills on property removal, judicial pay, water policy, immigration and more

A legislative House committee met to introduce a series of requested‑for‑study (RS) proposals covering housing, judicial pay, water policy, elder financial protections, election procedures and other matters.

The items matter because they range from changes that would affect court compensation and removal of persons from private property to statutory placement of financial‑fraud protections for elders and potential criminal penalties tied to providing certain assistance to undocumented individuals. Several of the RS proposals were introduced with minor drafting changes and most were advanced by voice vote; one motion recorded three members voting no.

Representative Bruce Scogg, District 10, opened the slate by introducing RS32452, described as a “squatters” bill. The draft would allow removal of persons from real property by the lawful owner when specified conditions are met, and it sets out a complaint process for how that removal would proceed. The committee voted to introduce RS32452 and send it for further review.

Representative Bruce Scogg also presented RS32482 addressing judicial salaries. Scogg said the proposal would provide a flat $17,000 annual raise for judges at every level while maintaining existing differentials between judge types; he described that as a roughly 10–11.5% increase depending on level. The committee voted to introduce RS32482.
