The Transportation and Defense Committee voted to send House Bill 403 to the House floor with a do-pass recommendation. Representative Joe Palmer, sponsor of the bill, said the measure would establish a 30-day deadline for people who move to Idaho to obtain a driver's license and register their vehicle.
"House Bill 403 puts a time limit ... of 30 days," Palmer said, explaining the change was needed after language establishing such a deadline was previously removed by another bill. Representative Holtzclaw moved to send the bill to the floor with a do-pass recommendation, and the committee approved the motion by voice vote.
Representative Shepherd asked about penalties for failing to comply within 30 days. Crystal Allen, a policy specialist for the Idaho Transportation Department, said that for most violations the consequence would be an infraction and that "there is no fee for an infraction." She also noted that titling late is treated differently and that an existing late title fee would apply in those cases. Representative Palmer said data comparing other states is available but did not present it during the committee meeting.
