House committee approves Idaho Athletic Commission rule updates including charity-event waiver authority

The House State Affairs Committee on March 12 approved pending rule changes proposed by the Idaho Athletic Commission that reorganize the commission’s rules, update anti-doping references and create a path for sanctioning charity events with possible fee waivers.
John Price, bureau chief for the Occupational Licensing Bureau and executive officer for the Idaho Athletic Commission, told the committee the rule package reorganizes provisions for clarity, updates the incorporation-by-reference to the World Anti‑Doping Agency prohibited-substances list, and removes an overbroad prohibition on licensees doing business with persons whose licenses were suspended or revoked.
Price said the commission added language to allow the commission discretion to approve amateur-event sanctioning entities and to waive fees for eligible charities. "This language will also allow a path for charity events to be sanctioned and removes barriers for non profit organizations," Price said. He told the committee the change was requested by stakeholders and that the commission also extended the time to submit an itemized statement from 72 hours to five business days.
Other changes include reorganizing suspension language without substantive change, clarifying that a manager under temporary suspension forfeits managerial rights only during sanctioned events, and revising medical-personnel language so medical staff must be on site rather than merely available.
Committee members raised several technical and policy questions. Representative Alfieri pointed out an incomplete sentence in the draft addendum regarding female combatants; Price said he would work with the Division of Financial Management to correct it. Representative Crane urged that next year the commission explicitly address language distinguishing biological sex in the female-combatant rule; Price said he would ensure the issue is addressed.
Members also asked about the use of grease and foreign substances on combatants’ faces; Price explained referees inspect approved applications of petroleum-based products and oversee application before and between rounds.
The committee voted to adopt the pending Idaho Athletic Commission rules as presented. The record shows motions to adopt the temporary and pending athletic dockets were carried by voice vote.
