Committee members asked whether some departments lack websites and how the new requirement would make rules more accessible. Scott replied that some of the 189 agencies listed may not maintain websites and that administrative rules remain filed under the Department of Administration; HB 222 would encourage more agency‑level, easily navigable posting.
Representative Keeley's moved to send HB 222 to the floor with a do‑pass recommendation; the committee approved the motion by voice vote and the chair declared the motion carried.
