House bill would require agencies to publish standardized agreements on State Comptroller portal
Summary
House Bill 358, introduced by Rep. Heather Scott, would put uniform reporting of agency agreements, MOUs and MOAs into law and require agencies to submit specified data fields to the State Comptroller's reporting portal; the committee gave the bill a due-pass recommendation by voice vote.
Representative Heather Scott presented House Bill 358 to the House State Affairs Committee, proposing to require agencies to publish uniform information about agreements, memoranda of understanding and memoranda of agreement on the State Comptroller's reporting portal.
Scott said the bill converts a previously issued State Comptroller policy into law because a policy alone did not compel agency compliance. The bill defines terms such as "agency," "agreement" and "master agreement," and requires agencies to submit specified data through the designated portal. Required fields include the document title, date of execution, a list of participating entities and a summary of the agreement's purposes, Scott said.
Scott said there are exemptions and that Scott Smith from the Comptroller's office could explain those exemptions if the committee wished. The bill also requires an annual review of the portal and the reporting approach.
Representative Barbieri moved that the committee send House Bill 358 to the floor with a due-pass recommendation. The committee approved the motion by voice vote and the motion carried.
