Panel introduces change to recall petition threshold after cities cross 100,000-population threshold

Steve Tanner, representing District 13, asked the committee to introduce RS32582 to modify Idaho Code 30-4-1702 so recall petitions for city council members in cities with districts would require signatures from a percentage of electors in the council member’s district rather than a percentage of the citywide electorate.
Tanner said House Bill 413 (2020) required cities with populations above 100,000 to establish council districts and to elect council members by district; because that change was not carried into the recall statute, a recall petition could currently require signatures from the whole city rather than the smaller district. Tanner described RS32582 as a targeted fix requested by clerks from Ada and Canyon counties and said Nampa officials supported the language.
Representative Mickelson moved to introduce RS32582; the motion carried on a voice vote.
The sponsor said the change would affect three Idaho cities at present — Boise, Meridian and Nampa — and would align recall petition thresholds with the district-based election process adopted for those cities.
