Committee adopts rules setting badge standards for paid petition circulators

Rob McQuade, representing the Secretary of State’s office, presented a rule docket implementing last year’s change requiring paid petition circulators to wear an identifying badge. The proposed badge specifications are: 1 inch by 3 inches in size; white background with black text; the words “Paid Petition Circulator” in 24-point font; and use of a commonly available font to avoid additional costs.
McQuade said the rulemaking stems from Senate Bill 1377 and that the rule had been published twice the previous year with no public comments. The committee approved the temporary rule and then adopted the pending rule; both votes were recorded as voice votes on the transcript and no roll-call tallies were included.
Committee members asked a procedural question about adopting temporary and pending rules in separate motions; McQuade confirmed the office sought both actions. The rules will be effective for the temporary period and will follow the standard administrative timeline for adoption now that the committee approved both steps.
