Monroe County Council creates separate account to track surveyor training reimbursements

The Monroe County Council on March 25 approved creation of a new account line to track funds for a surveyor training and reimbursement program, after the county surveyor described the program and its terms.
Councilors approved the consent agenda item by a 5–1 roll call vote after a short discussion about the program’s purpose and mechanics. Councilor Hawk cast the lone no vote.
County Surveyor Enright Randolph told the council the new account will make it easier to “track the dollars going into it that will be coming from the corner perpetuation line.” He said the program is modeled on a template from Marion County and is intended to support employees pursuing an associate degree in surveying technology through Vincennes University, using a reimbursement agreement that includes a two‑year post‑completion retention requirement and a sliding repayment scale if an employee does not complete the program. Randolph said the program is intended to help staff “get further education that eventually could go into getting their license,” which he said would benefit the office’s workflow and perpetuation efforts.
Councilor Wilts asked where the degree would come from; Randolph said the program focuses on Vincennes University and described it as a hybrid-virtual curriculum that allowed many credits to transfer for their current technician. Councilors asked for a fuller presentation; Randolph said he had prepared a PowerPoint and offered to return to present more detail, including the reimbursement agreement and program outline.
Roll call after discussion recorded votes as follows: Councilor Wilts, yes; Councilor Deckard, yes; Councilor Iverson, yes; Councilor Henry, yes; Councilor Bridal, yes; Councilor Hawk, no. The council president announced the motion passed by majority, 5 to 1.
Council members and staff indicated they expect staff to return with the surveyor’s full presentation and program materials for further review and to answer implementation questions.
