To keep several locally sited projects viable and financeable, SDCP negotiated a suite of amendments that in three cases extend the contract term from 10 to 15 years, allow for interim deliverability status where applicable, and include a tiered pricing waterfall that reduces SDCP’s payment year‑by‑year if the developer does not receive deliverability on schedule.
Staff said the amendments were designed to preserve smaller local projects in El Cajon, Imperial Beach, Mesa Heights and Chula Vista; the Chula Vista project is operational but cannot yet provide RA because it lacks deliverability. For two projects not yet in construction (Imperial Beach and El Cajon) staff secured workforce commitments that require 80% local or union labor and a C‑10 licensed electrical contractor requirement for electrical work; prevailing wages apply to all projects.
The board voted to approve the amendments by roll call. A union representative (identified in the record as Christina of IBW569) voiced support for the labor provisions and described apprenticeship and specialized energy storage training programs used by electricians.
Staff said the amendments aim to keep local projects financially viable while protecting SDCP from overpaying for RA that may not materialize until later interconnection schedules.
