Staff reports: sign project schedule, county solid-waste tax ownership question, vacant state lot and shredding-event scheduling

MORAINE — During staff reports, several operational items were discussed that could affect city maintenance, permitting and event scheduling.
Sign project: Staff said the east-side portion of a city-entryway sign project is expected to start in mid-April once a building permit is issued. Some neighborhood signs will exceed a 6-foot threshold and therefore require building permits under the 2024 Ohio building code; staff said they will mark and measure each sign so inspectors can verify compliance.
Solid-waste district property taxes: A councilmember asked staff to investigate why county GIS records list the Montgomery County Solid Waste District acreage as owned by the City of Moraine and whether the county-owned property’s tax responsibility should instead remain with the county. Staff said they would review GIS parcel records and follow up by email.
Vacant state-owned lot and land bank: Council discussed a vacant lot owned by the state of Ohio on which the city performs maintenance; the lot carries tax debt that the city may not be able to collect. Staff said they are working with the land bank to explore options, including potential transfer or sale to adjacent property owners.
City building and dispatch signage: Staff said the city building is closed to the public and that signs instructing residents to use the recreation center for court and payment and a phone number for dispatch have been installed at the front entrance; staff urged public awareness to limit disruptions at the building.
Shredding and prescription drug take-back events: The clerk said the shredding vendor is holding the fourth Saturday in April and also the fourth Saturday in October for the city; council agreed to the fourth Saturday in October for this year and to hold the date consistently next year so the event can be paired with a prescription drug take-back program in future years.
Code enforcement and abandoned vehicles: Council asked staff to address a reported long-term parked red pickup at Mayes and Ned; staff said they would follow up.
