MORAINE — The finance director asked the Committee of the Whole to add a supplemental appropriations ordinance to the next council agenda to cover two items.
First, the city must remit a 10% contribution of 2024 liquor and beer permit revenue to the Montgomery County Public Health department under Resolution 69 29 14, the finance director said; the city has $2,000 budgeted but $2,004.35 is due. The finance director asked for a supplemental appropriation to the general fund (the presenter stated an amount of $435 in the request memo) to address the payment.
Second, the finance director requested $339.12 to be budgeted in the local fiscal recovery fund (American Rescue Plan Act funds) to be used toward city building renovation; staff described this as the remaining balance of ARPA funds available after completion of other projects.
The finance director asked that an ordinance declaring an emergency be added to the next council agenda. Council approved a motion to prepare the supplemental appropriations as outlined by the finance director by roll call.
Council and staff discussed whether the two items required separate legislation; staff said both could be included in a single ordinance as long as the appropriation language is in writing.
