Dimmit County approves RFQ for engineering services after state says Appraisal Hill water project ineligible

Dimmit County commissioners approved a request for qualifications for engineering services to support the county’s 2025 application to the Texas Colonia Construction Fund (CDBG) and directed staff to publish the RFQ in the local paper.
County staff told the court the state advised April 2 as the recommended deadline to have an RFQ in place to meet the fund’s schedule. Staff also reported that an Appraisal Hill water project the county had hoped to include will likely be disqualified because the state requires a colonia designation date at or before 1990 and Appraisal Hill was established after 1998.
The county’s grants staff said the CDBG rules require that at least 51% of the project budget go to general water, housing or related improvements for the colonia-eligible area; because Appraisal Hill does not meet the date criteria, staff recommended developing alternate projects elsewhere in the county.
Commissioner Odenda moved to approve the RFQ and a second was recorded; the motion carried.
County staff said they will gather state documentation to include with the application showing why Appraisal Hill is ineligible and will present other candidate projects to the court for selection and endorsement before final submission.
