Rowlett Planning & Zoning: chair elected, Coil Estates and consent items approved; Montessori plan postponed

The Rowlett Planning and Zoning Commission on Jan. 14 completed member oath administration, elected leadership for 2025, continued one development plan, approved a tree removal permit for a townhouse project and approved the consent agenda.
Commissioner John Cote was nominated and elected chair for a one-year term; the commission recorded that the motion passed with five votes in favor and one abstention. The commission later approved Tamara Williams as vice chair; the chair called the vote and recorded two abstentions.
A hearing on a development plan and warrants for a proposed Montessori school and 10 townhomes on a roughly 3.26-acre site at 9849 Merritt Road was continued at the applicant’s request. Staff presenter Liliana (staff) said the applicant needed additional time to provide a comprehensive traffic study and details on each warrant. Commissioners voted to table the item to the Jan. 28, 2025 meeting; the motion passed 7–0.
The commission considered a tree removal permit for the Coil Estates project at 5003 Main Street, a PD with an approved site development plan for 61 townhomes. Britney Musser, senior planner, summarized site history and a tree-preservation calculation showing the applicant proposed to remove protected trees totaling 378 caliper inches, received credit for 83 inches and planned to mitigate the remaining inches by planting on-site; staff said the exhibit numbers would be corrected before council. The applicant, Nick Patel, answered questions about tree locations and scope. Following no substantive discussion, the commission approved the tree removal permit; the motion passed 7–0.
On the consent agenda, the commission approved the minutes from the Dec. 10, 2024 meeting. One commissioner abstained from that vote because he was not present at the December meeting. The consent motion passed by a recorded vote of 6–0 with 1 abstention.
The commission also completed administrative items including administering oaths of office to newly appointed and reappointed commissioners and elected a chair and vice chair. Commissioners asked staff to provide an update on form-based code changes at a future meeting; staff said the topic is expected to come before City Council in February and that an update could be scheduled for the commission’s next meeting.
