Reyna Network LLC presented its economic-development, grant-writing and project-development services to the Starr County Commissioners Court and offered to assess local needs and pursue federal and state grant funding on a contingency basis.
The presentation matters because Starr County is seeking external grant funds for infrastructure, industrial parks and other projects; commissioners heard an offer of locally based grant-writing and project-management capacity.
Petra Reyna, owner of Reyna Network LLC, introduced the team and listed experience in rural and regional projects, including industrial parks, water and sewer, revolving loan funds and federal grants. “My name is Petra Reyna, and I’m the owner of the Reyna Network LLC,” Reyna said. She introduced George Lazaro, described in the presentation as vice president with Fulcrum Consulting Services, and Jamie Longoria, a business consultant who does feasibility studies and grant writing.
Lazaro told the court he and Reyna have “about 70 years” of combined experience working on projects across Texas and that the firms have recent activity with EDA and USDA pipeline projects, fire-mitigation grants and other funds. He said the team works on a contingency basis: “We don’t get paid unless we bring those grant funds,” Lazaro said. The presenters offered to provide the county a written profile and to meet precinct-by-precinct to identify needs.
Commissioners accepted the offer of further contact; Reyna said she would email the court a copy of the firm’s profile after the meeting. No procurement, contract or exclusive engagement was approved at the session.
The court did not vote or direct staff to begin a procurement at this meeting; the presentation closed with an agreement from the presenters to follow up with materials.
