Rowlett City Council members discussed options to accelerate conversion of existing streetlights to LED, agreed on a 3,000-kelvin “dark‑sky” color standard, and directed staff to pursue a maintenance agreement with Encore and to evaluate a solar streetlight installation for Lakeview Parkway funded from recently passed bond authorization.
Deputy City Manager Christophe Bauer told the council Encore is replacing failed fixtures with LED “as they fail” and presented two color options: a warmer 3,000K darker‑sky option and a brighter 4,000K option. He said Encore provided an inventory showing roughly 370 LED fixtures and about 3,570 fixtures that are not yet LED. Bauer said a one‑page maintenance authorization would preauthorize Encore to install LED replacements when fixtures fail and would speed conversions.
Why it matters: converting fixtures affects recurring energy and maintenance costs, visual character of neighborhoods and major arterials, and the city’s ability to deliver consistent lighting. Council members repeatedly raised concerns about glare, spillover into yards and windows, and preserving night sky visibility.
Council preference and next steps Christophe Bauer summarized the choices and asked for direction on color, the maintenance agreement and faster conversion funding. Multiple council members preferred the warmer 3,000K/dark‑sky option because it better matched existing sodium‑type lighting and reduced apparent inconsistency across neighborhoods. Bauer reported that staff would place the maintenance authorization on a future meeting agenda for formal consideration.
On conversion speed and cost, Bauer said a focused conversion of a specific area would require Encore to analyze fixtures and provide a firm quote. He gave an example cost (from another city) of about $37,000 to convert 86 fixtures and said a citywide conversion of about 2,400 fixtures could be on the order of $1 million if done up front. He said newer fixtures have lifespans of roughly 15–20 years and that conversion payback depends on fixture age, wattage and negotiated terms.
Lakeview Parkway: solar option and medians Council also considered a separate proposal to light Lakeview Parkway using standalone solar streetlight fixtures rather than trenching and burying conduit across the median. A vendor representative described solar fixtures sized for a major arterial, with battery management, an 8‑year full warranty, and programmable light profiles that can concentrate brightness at selected hours. The vendor said the panels are conservative in sizing and that panels work in diffuse light; they noted a 10‑year expected life for batteries and estimated replacement costs of roughly $400 for residential units and $800 for highway units.
Bauer said the Lakeview Parkway solar option would be paid from the bond authorization approved by voters. He also said TxDOT’s landscape architect prepared median design options but that irrigation failures and shallow soil on medians make full corridor replanting expensive; the city is considering focusing the existing grant/award money on “gateway” enhancements at east and west ends rather than trying to rebuild every median.
Operational details and public works impacts The vendor said the solar fixtures include remote monitoring (battery health, energy, carbon offset), that panels are hydrophobic to shed dirt, and that the units are designed with standard breakaway bases used for highway poles. Installation lead times for materials were given at four to six weeks for a 40‑pole batch, with cities such as Fort Worth cited as an example of rapid installation rates (roughly 10 poles per day in some cases).
Council direction and public funding Council members said they supported pursuing the solar option for Lakeview Parkway as an alternative to trenching conduit and supported using bond funds for the work. They asked staff to return with design proposals, cost analyses, and a recommended scope (including whether to focus on gateway medians). Bauer said staff would coordinate with TxDOT and return with proposals and cost estimates.
What remains unresolved Staff will present the Encore maintenance preauthorization and any proposed conversion funding on a future agenda. Staff will also return with a detailed proposal for solar lighting on Lakeview Parkway, including precise fixture counts, spacing/photometric design, traffic‑control/installation timelines, battery‑replacement cost estimates, and any required TxDOT approvals. The median enhancement work will be scoped separately; staff proposed concentrating limited landscaping funds on gateways where irrigation and soil improvements are feasible.
