Wilson County commissioners approve car-show use, LexisNexis contract, private-lane name and utility permit; accept bills and personnel items

The Wilson County Commissioners Court on Feb. 10 approved a set of routine administrative items, including permission for a local veterans car show to use courthouse grounds, a three-year contract for legal research software, a private-lane naming, a utility permit to bore under County Road 401, approval of minutes and county bills, and personnel updates.

The court granted Coffee and Cars of Veterans Club permission to use the courthouse lawn and the rear parking lot for its annual car show on Nov. 1, 2025, and approved acceptance of a donation to the county Veterans Service Office (VSO) from last year’s event. Glenn Mabe, representing Coffee and Cars of Veterans Club, told the court, “We would like to request to use the courthouse lawn and back parking lot again this year.” The motion to allow use of the courthouse property passed on a voice vote; the subsequent motion to accept the donated funds for the VSO also passed.

County Commissioner Teresa Nettles presented a proposal to contract with LexisNexis for legal research software and requested a budget amendment to increase law library expenses by $4,080 for the first year. Nettles said the county currently lacks a research subscription and that the tool “will help us immensely with templates, other items that we would need in the county attorney’s office.” The contract is for three years and three users. The court approved the contract and a budget amendment to transfer $4,080 from the law library fund balance into expenses for the current year. County Auditor Brenda Trevino explained that the amendment will add both an expense line and a corresponding revenue transfer from the fund balance; the transcript records the contract’s first-year cost at $4,080, increasing to $4,284 in year two and $4,500 in year three.

The court reviewed and signed the naming of a private lane in Precinct 3 as Jonathan's Way, requested by an applicant identified as Diamondback AC, and approved the related private-road agreement for filing. The motion to accept the name passed by voice vote.

The court approved utility permit 789 from SS Water Supply (listed in the permit paperwork as Southern Springs Water) to bore a 2-inch PVC casing under County Road 401 in Precinct 4. Commissioner Aiken made the motion to accept the permit; the motion carried.

The court considered a correction and approval of prior meeting minutes regarding amounts recorded for regular county bills. Commissioners discussed an invoice timing discrepancy: the minutes reflected the $714,948.79 total, while the amount paid on the day referenced had been $709,564.23 before a later payment filled the difference. After clarification by county staff, the court approved the minutes as presented.

Human-resources staff presented payroll and personnel changes: Patrick Reynolds was hired as a patrol deputy effective Feb. 3 at $25.33 per hour (annualized at $55,326.32), Jeff Duve resigned as an investigator effective Jan. 21, and Carl Marisak is resigning as an investigator effective Feb. 28. The court accepted the personnel report.

The court approved payment of county bills presented at the meeting totaling $342,549.53 on a voice vote and recessed for a scheduled 10:00 a.m. hearing.
