Linebarger reports January collections; juvenile probation audit returns clean opinion for FY2024

Frio County received two status reports during the Feb. 14 meeting: a collections and enforcement update from Linebarger Goggin Blair & Sampson and a fiscal audit presentation for the juvenile probation office.
Brad Aldarama, attorney with Linebarger, presented the January 2025 report. For the month Linebarger assigned 286 citations totaling $91,606; 101 citations were collected for $23,970; 60 citations were canceled totaling about $8,000. In January the firm reported 161 citations resolved for $32,045. Linebarger reported cumulative collections to date of $7,510,448 (noted as "no cost for the county"), mailed 686 letters and performed address/phone updates on 440 cases; phone activity included 65 inbound and 642 outbound calls for the period.
Separately, county auditors presented the Frio County juvenile probation office audited financial statements for fiscal year 2024. The auditor reported a clean (unmodified) opinion. The report follows the Texas Juvenile Justice Department's prescribed basis of accounting. For contract A the office reported revenues of $231,000 and eligible expenses of $226,000, producing a surplus of about $4,000 that was remitted back to the state; for contract R reported revenues and expenses of approximately $3,300. The auditor said the office is in compliance with grant regulatory agreements.
Ending: Commissioners received the reports and had no objections; they thanked presenters and noted staff transitions at juvenile probation would continue.
