McLeod County approves design change to environmental services vertical transport

McLeod County Commissioners approved a design modification to the Environmental Services building vertical-transport project that replaces a full elevator with a limited-use/limited-application lift, often called a LULA, and repositions the unit toward the south side of the front lobby.
County building maintenance presented a proposal from WITSAF for design modifications with a stated cost allocation of $27,552 for as-built verification and construction documents and $9,216 for bidding and construction administration. The board recorded those line items in support of the action and approved moving forward with the design work using funds from the solid waste abatement budget.
The county described the LULA option as functioning and appearing like an elevator, but designed for much lower daily cycles than high-rise passenger elevators. Building maintenance said the unit “will be fully functional, and it would appear like an elevator does.” The board also noted the project drawings in the packet were preliminary and subject to refinement as final plans are produced.
Commissioners asked about capacity and emergency access. Staff replied the LULA design can accommodate a stretcher comparable to a standard elevator and that the City of Hutchinson inspector would be on-site during work. County staff also said Contegrity would provide construction management as part of previously approved fees and that an hourly rate for any work beyond the proposal was included in the packet.
Motion and vote: Commissioner Wright moved to approve the WITSAF proposal for design modifications; Commissioner Krueger seconded. The motion carried unanimously.
The board indicated staff will continue to verify final drawings and ensure the lift meets accessibility and safety requirements before proceeding to construction.
