Committee debates ballot nonpartisanship and petition signature thresholds

The Charter Review Committee reviewed several election-related charter provisions, including nonpartisan ballots and petition signature thresholds for placing measures or candidates on the ballot.

One committee member argued that ostensibly nonpartisan offices often hide political alliances and said they preferred candidates to be able to state party affiliation. The committee agreed to add the item to future discussion but did not adopt a change. On petition thresholds, members noted the charter language requires 1% of total votes cast at the last municipal election but not fewer than 100 signatures; members observed that in a city of the current size the 1% threshold would typically exceed the 100-signature minimum and asked staff to confirm how the requirement works in practice.

Members discussed whether sections that restate Ohio law (declaration of candidacy, ballots, general laws to apply) were redundant and whether the charter should rely on a general reference to Ohio law. The law director explained that home rule allows charter municipalities some flexibility but that referencing general Ohio law and relevant Supreme Court interpretations could be preferable because it would incorporate evolving case law. The committee said it was comfortable with the language as written for now and will revisit the matter if members want to prioritize it during further review.
