During a federally required public hearing, staff presented a proposed CDBG COVID Round 3 application with three project requests: staffing and refrigeration/equipment for Westminster Rescue Mission (total request listed at $83,809), additional rapid rehousing funds for Human Service Programs (HSP), and additional rapid rehousing funds and administrative oversight for Citizen Services.
Stephanie from Westminster Rescue Mission told the commissioners the additional funding would support a food distribution trailer with refrigeration/freezer capability and a generator to protect food inventory during outages; she said current operations distribute more than 1,000,000 pounds of food annually and the trailer is a one‑time equipment cost.
Scott Yard of HSP said his agency expects to receive roughly $150,000–$200,000 per year for rental rehousing currently and that the proposed increase could assist an additional five to ten households, depending on household size and need.
No members of the public offered in‑person testimony at the hearing and no online comments were recorded during the hearing period. Commissioners closed the public hearing; staff said the federal CDBG program has additional annual funding rounds for other capital needs (including potential senior center projects) but noted COVID Round 3 funds were targeted to homelessness and food distribution.
