120 Turnpike Road apartment proposal remains under review after revised materials submitted

Developers for a proposed 60-unit apartment building at 120 Turnpike Road (Map 37, Lot 124 — 120-4) updated the Conservation Commission on materials submitted in response to Lucas Environmental comments. Representatives from the applicant team said they provided a six-page response letter, a revised wetland border report, an isolated vegetated wetland (IVW) replication plan, a planting schedule and revised site plans showing grading and temporary construction controls.

The applicant representatives said they revised Form 3 (WPA filing) to reflect additional building fees for a proposed accessory garage and supplied certified abutters lists to confirm notification. They also noted they adjusted the temporary settling-basin location and provided details for erosion-control blankets (straw/coconut/jute rather than plastic). The IVW replication area will be graded to a target spot elevation with 12 inches of organic topsoil and planted with a conservation seed mix; the applicant provided calculations for seed rates and a replication planting schedule.

Stewardship and conservation representatives in the public asked the applicant to use native plant lists consistent with nearby conservation land; Joyce Greenlee of stewardship offered a planting list and asked to coordinate. The applicant said they would coordinate with stewardship and revise landscaping to prefer plants native to Massachusetts and the county where appropriate.

The Commission continued the hearing to April 10 to allow Lucas Environmental time to produce a formal memo confirming whether the revisions sufficiently address prior comments; the applicant indicated they would supply additional documents (owner plans, operation & maintenance plan) to staff.
