Fay School addition continued after peer-review comments on stormwater plan

Representatives for the Fay School presented a stormwater management permit application for a proposed 9,000-square-foot addition to the school at 48 Main Street (Map 53, Lot 11). Civil engineer Chris Hodney of Niche Engineering told the Conservation Commission the project disturbs roughly 26,000 square feet of land, relocates two storm drains and an existing sewer, and proposes a stormwater management system sized to reduce peak runoff and provide phosphorus treatment before discharge to an existing downstream drain that flows to a nearby wetland.
Hodney said the design shows reductions in peak rates for the 2-, 10- and 100-year storms based on hydrologic modeling, and that the proposed system would achieve roughly 50 percent phosphorus removal before discharge to the existing storm drain. He asked the Commission whether it wished to request a post-development downstream analysis; several commissioners and the chair said that under the project’s approach a downstream analysis for the hundred-year event is not required and that the project’s mitigation of the 2- and 10-year events removes strong need for an extended downstream study.
Hodney reported the project has received a peer-review letter and remains under revision; he had updated plans after a recent Planning Board meeting and agreed to share revised materials with staff for further peer review. The Commission continued the stormwater management permit hearing to April 10 at 7:10 p.m. to allow the applicant to respond to peer-review comments and to deliver revised plans to the Commission and the town peer reviewer (Fuss & O’Neil).
No vote on permit approval was taken on March 27.
