After handling three bills, the Civil Rights & Judiciary Committee held a planning discussion on March 28 about interim activities and potential work sessions.
Committee members proposed a mix of site visits and briefings. Several members suggested visiting state mental-health facilities, including Western State Hospital, Maple Lane, and the University of Washington's new hospital facility, to examine differences in purpose, staffing and capacity. Representative Graham, Representative Ferber, and others described the visits as a way to see what a "bed" or treatment setting actually looks like and to better understand differences between certified and decertified facilities.
Members also proposed work sessions on: the state background-check system used for firearm transactions and concealed-pistol-license integration after recent system outages; representation alternatives and training for people without lawyers, including review of programs referenced by Senator Torres; the guardian ad litem system and guardianship processes for minors and adults; family-law topics and concerns about alleged "weaponization" of Child Protective Services; and coordination across jails, prisons, and reentry services to examine funding of IT and records connections between custody and community services.
Representative Ferber suggested a field trip focused on involuntary-treatment facilities, saying, "we could construct some kind of day trip where we took a look at a couple of these facilities, saw literally what a bed looks like." Representative Tai asked for a broad look at corrections and service connections across arrest through reentry. Representative Graham urged attention to differences between hospitals and their certification status and the policy implications for funding and recertification.
Committee leadership said they will schedule work sessions during the interim and consider joint briefings with other committees where appropriate.
