Commission approves Margin District site plan for mixed-use project on Columbia Avenue

The Franklin Municipal Planning Commission approved the Margin District subdivision site plan, a mixed-use proposal covering approximately 2.02 acres that would add six buildings with 25 residential units and about 117,060 square feet of nonresidential space at addresses on Columbia Avenue and Cummins Street.
Staff said the project lies in the Central Commercial zoning district and within the Columbia Avenue Overlay 1 Urban Commercial Development Subdistrict (CA-01), which permits buildings up to three-and-a-half stories when the upper half-story is stepped back. The proposed buildings meet the height and overlay requirements, staff said, and the plan will require engineering-level reviews and certain revisions (utility and grading plans) before permitting.
Adam Seager, the civil engineer for the project, and other project team members were present and said they will work with staff to address the conditions listed in the staff report. The planning commission voted to approve the site plan with staff conditions on a roll-call vote; commissioners voting aye carried the motion unanimously.
Staff conditions must be satisfied prior to permits and some required utility and grading approvals will be handled by engineering rather than returning to the planning commission.
